In some countries, you need to “use” your trademark in order to register. A use-based application describes the basis or reasons for a trademark's application request.

1) your commercial mark is now in use,  

2) you have an intent-to-use the mark in the marketplace,

3) your application for a trademark is pending registration by a foreign trademark authority, or

4) your registered mark is in use under a foreign authority.
